করোনার জেরে এবারের ভোট গণনা পদ্ধতিতে কিছুটা পার্থক্য থাকবে। এর ফলে ভোটের রেজাল্ট বেরোতে সময় লাগবে তুলনামুলক ভাবে বেশি। রবিবার, ২ মে সকাল ৭টা থেকে শুরু হবে ভোট গণনা। প্রথমে ব্যালট পেপার গণনা হবে। তার পর শুরু হবে ইভিএমের গণনা।
নির্বাচন কমিশন সূত্রে খবর, ২৩টি জেলায় তৈরি করা হয়েছে মোট ১০৮টি গণনাকেন্দ্র। প্রতিটি গণনাকেন্দ্রের জন্য কাউন্টিং হলের সংখ্যা প্রায় দ্বিগুণ করা হয়েছে। ২০১৬ সালে যেখানে কাউন্টিং হল ছিল ৩৮৫টি। এখন তা বেড়ে ৭০৬টি করা হয়েছে।
পরিবর্তন হচ্ছে রাউন্ড গণনার ক্ষেত্রেও। এবারে ১৪ টির জায়গায় থাকবে ৭ টি টেবিল। একটি কাউন্টিং হলে সাধারণত ১৪টি টেবিল থাকে। ১৪টি টেবিলে ১৪টি ইভিএম থাকবে। ১৪টি ইভিএমের গণনা সম্পন্ন হলে তাকে এক রাউন্ড গণনা বলা হয়। তবে বিশেষ কিছু ক্ষেত্রে কমিশনের পরিকল্পনা মতো তাতে পরিবর্তন করা হতে পারে। অর্থাৎ এক রাউন্ডে ১৪টির বেশি বা কম ইভিএম গণনা হতে পারে।
এবারে চূড়ান্ত ফলাফলের জন্য বেশ কিছুটা সময় অপেক্ষা করতে হবে। কারণ করোনার পরিস্থিতির দূরত্ববিধি বজায় রাখতে কাউন্টিং হল ও টেবিলের সংখ্যা বাড়ানো হয়েছে। ফলে রাউন্ডের ক্ষেত্রে পরিবর্তন আসবে। গণনা সর্বনিম্ন ১৭ রাউন্ড এবং সর্বোচ্চ ৩০ রাউন্ড ধরে হতে পারে।
ভোট গণনার কাজে থাকেন কাউন্টিং অবসারভার, মাইক্রো অবজার্ভার, কাউন্টিং এজেন্ট, প্রার্থী ও নির্বাচনী এজেন্ট এবং গণনা সহকর্মী। এছাড়া অন্য কেউ কমিশনের অনুমতিপত্র ছাড়া গণনাকক্ষে প্রবেশ করতে পারবেন না। তবে কাউন্টিং হলে ঢোকার মুখে এবং স্ট্রং রুমের বাইরে থাকবে কেন্দ্রীয় বাহিনী। ১০৮টি গণনাকেন্দ্রের জন্য ২৫৬ কোম্পানি কেন্দ্রীয় বাহিনী মোতায়েন করেছে কমিশন।
ভোট গণনা কক্ষের ভিতরে একই লাইনে পর পর কাউন্টিং টেবিলগুলো রাখা হয়। রিটার্নিং অফিসারের অনুমতিতে স্ট্রং রুম থেকে ইভিএম নিয়ে আসেন কাউন্টিং এজেন্টরা। স্ট্রং রুমের বাইরে থাকে কেন্দ্রীয় বাহিনীর কড়া নিরাপত্তা। তবে একসঙ্গে সব ইভিএম নিয়ে আসা হয় না। গণনাকক্ষে যতগুলি কাউন্টিং টেবিল থাকে, একবারে তত সংখ্যক ইভিএম আনা যায়। ওই ইভিএমগুলির গণনা সম্পন্ন হলে তার পর আবার স্ট্রং রুম থেকে নতুন ইভিএম নিয়ে আসা হয়। এই ভাবে পর্যায়ক্রমে চলতে থাকে গণনা।
গণনা শুরুর আগে ইভিএমের ৩টি ভিন্ন ধরনের সিল খুলতে হয়। প্রথমে গণনার পূর্বে ইভিএম মেশিনগুলো পরীক্ষা করে নেওয়া হয়। সব ঠিক থাকলে গণনা পর্যবেক্ষকের পরামর্শ নিয়ে ইভিএম অন করা হয়। সুইচ অন করলেই স্ক্রিনের উপর ২টি বিকল্প (অপশন) আসবে। একটি রেজাল্টের, অন্যটি প্রিন্টের। রেজাল্টে ক্লিক করলেই দেখা যাবে ওই বুথে কত ভোট পড়েছে এবং কোন প্রার্থী কত ভোট পেয়েছেন। এর পর তা নোট ডাউন করতে হয় মাইক্রো অবজার্ভারদের। একই সঙ্গে উপস্থিত থাকা রাজনৈতিক দলের এজেন্টদের তা দেখানো হয়। কাউন্টিং টেবিলে ইভিএমের সঙ্গে থাকে সংশ্লিষ্ট বুথের ভোটার তালিকা। প্রতি রাউন্ড গণনার ফলাফল প্রকাশ করা হয়।
